Low-Income Assistance Program

Albany’s Low-Income Assistance Program is dedicated to helping qualified individuals and families facing financial difficulties in paying their water bills. Every single-family residential water customer pays 35 cents per month to fully fund this program exclusively for low-income assistance. In 2018, this program provided assistance to 302 families.
Assistance is available for qualified* low-income senior or low-income disabled water customers in the City of Albany.
This is not the same program as the Low Income Home Energy Assistance Program (LIHEAP).
How it works
Those who qualify receive a credit for part of their water use (up to four units) on each monthly bill.
These credits do not carry over from month to month and you will still be responsible for paying all other charges on your water bill.

Applications are accepted yearly beginning November 1 for assistance starting January 1 of the following calendar year.
You must reapply for this program each calendar year during the application period.
*To qualify, all three must be true:
Your annual income is 70% of the 2019 Linn County median income based on family size:

You are a senior citizen:
- 60 years old and older
You are disabled:
- 18 years old and older
- You have a medically-documented physical or mental condition that has prevented or will prevent you from working for more than 12 continuous months. A statement of disability benefits (Social Security, SAIF, OSHA) may qualify as proof of your disability.
